전라남도 나주시가 청년 일자리와 주거, 문화, 복지 분야 등 청년의 삶 전반을 아우르는 청년 패키지 정책을 통해 ‘청년이 꿈을 이루는 도시’로 거듭나고 있다. 나주시의 청년정책은 단순한 청년 인구 유입을 넘어 나만의 특별한 결혼식, 출산장려금 지원 강화, 365일 시간제 보육 등 정착에서부터 결혼, 출산, 자녀 양육에 이르기까지 청년이 자립하고 성장할 수 있는 실질적인 지원을 지속함으로써 정책의 효과를 극대화하고 있다. 나주시의 주요 청년정책을 소개한다.

취업부터 창업 지원까지…더 강력해진 청년 일자리
나주시는 청년 고용 문제 해결을 위해 취업 연계 및 인재 양성에 적극 나섰다. 최근 지역 전략산업과 연계한 일자리 창출 공모사업에 선정돼 역대 최대 규모인 국비 26억 원을 확보했다. 한국에너지공과대학교와 나주전력기술교육원 등에서 양성된 전문 인력이 지역 기업에 안정적으로 취업하고 지역에 정착하도록 전 과정을 아우르는 통합 지원체계를 구축해 우수 인재의 지역 안착을 도모한다는 방침이다.

또한 고용노동부 청년도전지원사업에도 2년 연속 선정되어 구직 단념 청년 등 78명을 대상으로 구직 의욕 고취 프로그램 운영, 취업 역량 강화 교육 및 국민취업지원제도 연계까지 청년의 성공적인 사회 진출을 돕고 있다.
나주시는 청년의 창업 기회도 확대하고 있다. 중소벤처기업진흥공단 전남청년창업사관학교와 전국 최초 협업 사업으로 추진된 청년 창업 공간은 최근 빛가람 복합문화체육센터 3층에 개소해 7개의 청년 기업이 입주를 마쳤다. 시는 청년에게 업무공간을 제공하고 중진공은 교육‧멘토링‧네트워크 등을 연계하여 청년 창업자가 시행착오를 최소화하며 안정적으로 사업화에 성공할 수 있도록 지원하고 있다.

전국 최초 ‘0원 임대주택’ 150호 공급…주거 안정
나주시는 전국 최초로 나주시에 일자리를 얻고 전입한 18~45세 청년에게 ‘0원 임대주택’을 제공하여 청년의 안정된 보금자리를 지원하고 있다.
5천만 원대의 임대보증금은 나주시가 부담하고 입주자는 월 관리비만 납입하면 된다. 기본 2년 계약에 1회 연장이 가능해 최대 4년까지 거주할 수 있어 내 집 마련을 위한 자산 형성 시간을 확보하는 데 큰 도움이 된다.
청년임대주택은 첫해인 2023년 30호 공급을 시작으로 2024년 70호, 2025년 35호, 2026년 15호를 공급해 총 150호를 운영하고 있다. 나주시 외 타 지역에 거주하는 청년이 대상으로 실질적인 인구 유입이 이뤄지고 있는 셈이다. 현재 임대주택 입주자는 20대 49%, 30대 41%, 40대 10%로 사회 초년생이 사회에 첫발을 내딛고 지역에 뿌리내릴 수 있는 기반을 마련하는 데 큰 역할을 하고 있다.

문화와 교육으로 삶의 질 향상…나주愛배움바우처
나주시는 청년의 문화 및 교육 기회 제공을 위해 전남 지자체 최초로 평생학습 바우처(이하 ‘나주愛배움바우처’)를 도입해 추진하고 있다. 수도권이 아닌 지방에서도 수준 높은 문화·여가생활을 누리면서 삶의 질을 높여 살아갈 수 있도록 지원하기 위함이다.
2023년 도입한 ‘나주愛배움바우처’는 19세 이상 시민에게 1인당 15만 원의 평생학습 비용을 지원하는 사업으로 2023년 2500명을 시작으로 2024년 3000명, 2025년 5000명, 2026년 5000명 등 지원 대상자 규모를 확대 운영하고 있다. 청년들은 경제적인 부담 없이 평소 배우고 싶었던 스포츠, 음악, 미술, 공예 등 문화·예술·여가 생활뿐 아니라 취업 역량 강화, 자격증 취득 등 다양한 배움의 기회를 누릴 수 있다.

결혼부터 출산, 양육까지…결혼 친화 문화 확산 총력
나주시는 초저출생과 인구 감소라는 사회적 문제에 대응하기 위해 결혼을 출발점으로 출산과 양육으로 이어지는 연계 정책을 강화하고 있다.
나주시에 거주 중인 예비 신혼부부를 위해 나주목사내아와 빛가람호수공원 등 지역 명소를 활용한 ‘나만의 특별한 결혼식’(공공작은결혼식)을 추진하고 있다. 막대한 결혼 예식 비용으로 예비부부의 부담이 커지고 있는 상황을 감안해 예식 장소를 제공하고 결혼식장 꾸밈 등 예식비용을 최대 500만 원까지 지원해 청년의 결혼식 비용 부담을 덜어주고 있다.
새로운 가정을 꾸린 신혼 청년 부부에게는 별도로 결혼축하금 200만 원을 일시 지급한다. 지난 한 해에만 331쌍이 축하금을 지원받아 신혼살림을 꾸리는 데 큰 보탬이 됐다.
전남 지자체 최초로 ‘365일 시간제 보육실’을 운영하는 등 영유아 시설 지원도 확대하여 청년 부부가 안심하고 일하면서 아이를 키울 수 있는 환경도 조성하고 있다. 2023년 킨더브레인어린이집, 2024년 남평어린이집, 궁전어린이집 총 3개소를 지정․운영하여 권역별 연중무휴 보육 시스템을 구축하는 등 청년의 결혼 친화 문화 확산에도 힘쓰고 있다.

강상구 나주시장 권한대행은 “청년들이 나주에서 정착해 행복한 삶을 영위할 수 있도록 삶 전반을 아우르는 청년 지원 정책을 체계적으로 추진하고 있다”며 “청년이 체감할 수 있는 실질적 지원 확대에 행정력을 집중하겠다”고 밝혔다.

The Naju City Government in Jeollanam-do is transforming itself into a city where young people can achieve their dreams with a comprehensive package of youth-focused policies spanning employment, housing, culture, and welfare. Going beyond a focus on attracting young residents, Naju’s youth policies are designed to support every stage of life—from settlement and employment to marriage, childbirth, and child-rearing. By providing real-life assistance to support young people’s self-reliance and stable futures, the city is maximizing the impact of its youth initiatives. The following are some of Naju’s key youth policies.

Wider employment support—from job placement to entrepreneurship
Naju has taken an active approach to addressing youth employment challenges through job placement programs and talent development initiatives. The city was recently selected for a regional employment creation project linked to strategic local industries, securing a record KRW 2.6 billion in national government funding. Under the initiative, Naju intends to establish an integrated support system that connects workforce training, employment, and settlement. The goal is to enable highly skilled professionals trained at institutions such as the Korea Institute of Energy Technology and the Naju Electric Power Technology Training Center to secure stable employment with local companies and build long-term careers in the region.

Naju has also been selected for the Ministry of Employment and Labor’s Youth Challenge Support Program for a second consecutive year. Through the program, 78 young people—including those who have given up on job searching—receive motivation-building programs, employment readiness training, and connections to the National Employment Support Program to help them successfully enter the workforce.
The city is also expanding opportunities for young entrepreneurs. A youth startup center, established through Korea’s first collaborative project with the Jeonnam Youth Startup Academy operated by the Korea SMEs and Startups Agency, recently opened on the 3rd floor of the Bitgaram Multipurpose Culture and Sports Center. Seven startup companies have already moved into the facility. Under the partnership, Naju provides office space while the startup academy offers education, mentoring, and networking opportunities, helping young entrepreneurs minimize trial and error and successfully commercialize their business ideas.

Korea’s first rent-free housing program to support residential stability
Naju has launched Korea’s first “rent-free housing” initiative, providing affordable housing for young adults aged 18 to 45 who secure employment in the city and relocate there.
The city covers rental deposits of approximately KRW 50 million, while residents are responsible only for monthly maintenance fees. Housing contracts are offered for an initial two-year period with the option of a one-time extension, allowing residents to stay for up to four years. This gives young people valuable time to build savings and prepare for homeownership.
The program began with 30 housing units in 2023 and expanded to 70 in 2024, 35 in 2025, and 15 in 2026, bringing the total to 150. Because eligibility is limited to young people relocating from outside Naju, the initiative is also contributing directly to population growth. Current residents include 49% in their 20s, 41% in their 30s, and 10% in their 40s, demonstrating the program’s role in helping young adults settle into the local community.

Enhancing quality of life through culture and education
To expand access to cultural and educational opportunities, Naju became the first local government in Jeollanam-do to introduce a lifelong learning subsidies program, known as the Naju Love Learning Voucher. The initiative was designed to ensure that residents outside the Seoul metropolitan area can enjoy high-quality cultural, educational, and leisure experiences while improving their overall quality of life.
Introduced in 2023, the program provides KRW 150,000 in lifelong learning support to residents aged 19 and older. The number of beneficiaries has steadily increased from 2,500 in 2023 to 3,000 in 2024, and 5,000 annually in both 2025 and 2026. The vouchers allow young people to pursue interests ranging from sports, music, art, and crafts to professional development, job skills training, and certification programs without significant financial burden.

Support for marriage, childbirth, and parenting
To address Korea’s low birthrate and population decline, Naju is reinforcing policies that connect marriage, childbirth, and childrearing support.
For engaged couples living in Naju, the city operates the “My Very Own Wedding” program. This small-scale public wedding initiative uses local landmarks as wedding venues, such as the Naea of Naju Moksa and Bitgaram Lake Park. Recognizing the growing financial burden of wedding expenses, the city provides venues and supports wedding-related costs of up to KRW 5 million, lowering the burden of young couples.
Newly married couples are also eligible for a one-time marriage congratulatory grant of KRW 2 million. Last year alone, 331 couples were benefited, helping them establish their new households.
Naju has also expanded childcare support to create an environment where young parents can confidently balance work and family life. The city became the first local government in Jeollanam-do to operate year-round hourly childcare centers. Three facilities—Kinderbrain Daycare Center in 2023, Nampyeong Daycare Center in 2024, and Gungjeon Daycare Center in 2024—have been designated to promote marriage as a favorable option for young people.

Acting Mayor Kang Sang-gu stated, “Naju is systematically implementing youth support policies that address every aspect of life so that young people may settle in the city and enjoy fulfilling lives. We will continue to focus our administrative efforts on expanding practical support to bring tangible benefits to young people’s lives.”
