Receiving the highest grade in manifesto assessment for transparent and effective administration
Quarterly monitoring and expanded public disclosure strengthen fulfillment of commitments to residents
The Naju City Government in Jeollanam-do has once again demonstrated its commitment to its citizens, earning the highest rating for a second consecutive year in a nationwide evaluation of the 8th elected local government pledge implementation and recording a fulfillment rate well above the national average.
According to the city government, on June 13, Naju received the top “SA” (Special A) grade in the 2026 8th Elected Local Government Pledge Implementation and Information Disclosure Assessment conducted by the Korea Manifesto Center.
The evaluation, carried out from February, assessed 226 local governments nationwide across five categories: completion of pledged projects, achievement of 2025 targets, resident communication, online communication, and consistency between pledges and implementation.
By securing the highest grade for a second straight year following its 2025 evaluation, Naju has once again been recognized for both the systematic management and credibility of its pledge implementation efforts.
As of the end of December 2025, the city had completed or substantially implemented 86 of its 98 pledged projects, achieving an implementation rate of 87.76%. This exceeds the national average of 70.42% by 17.34% points and is also significantly higher than Jeollanam-do’s provincial average of 68.27%.
Since the launch of the 8th elected government, Naju has pursued 98 key pledges (out of 101) across seven strategic areas: revitalizing culture, tourism, and sports linked to the historic downtown and the Yeongsangang River; promoting sustainable agriculture and vibrant rural communities; advancing the Bitgaram Innovation City; laying the foundation for a self-sustaining city; fostering future-oriented science and energy industries; developing a premier education city; and building an inclusive welfare community that benefits all generations.
Among the administration’s most notable achievements are the designation of the National Energy Industrial Complex, the confirmation of an artificial sun research facility’s construction, and plans for building the National Energy Science Museum. These projects have solidified Naju’s standing as Korea’s leading energy city while laying the groundwork for long-term growth.
To improve the effectiveness of pledge implementation, the city has institutionalized quarterly reviews to continuously analyze progress and address underperforming projects. Relevant information is also disclosed transparently through the city’s official website, allowing residents to monitor the implementation status directly.
Acting Mayor Kang Sang-gu stated, “Receiving the highest grade in the pledge implementation assessment reflects our commitment to systematically managing public pledges and transparently sharing information with residents. During the remainder of this administration, we will continue to fulfill our promises responsibly through stable and consistent governance.”
